According to this article, Joshua Tree National Park was founded in 1936 largely to save desert flora and protect plants. Deterrents being tried are surveillance cameras, microchips and scannable bar codes embedded in the cactus. Thefts of barrel cactus, agaves and Mexican fan palms are indicated.
