The last general management plan for the park was completed in 1988. Much has changed since 1988 — visitor use patterns and types have changed, the population of the city of Tucson has doubled, and an additional 7,577 acres have been added to the park. Each of these changes has implications for how visitors access and use the national park and the facilities needed to support those uses, how resources are managed, and how the National Park Service manages its operations. A new plan was needed. This document examines three alternatives for managing the park for the next 25 years. It also analyzes the impacts of implementing each of the alternatives. General management plans are intended to be long-term documents that establish and articulate a management philosophy and framework for decision making and problem solving in the parks.
