This document is one of the supplementary materials referred to in Reynolds et al. (2026). It contains the detailed scoring instructions created as part of the development and testing phase of "An Evaluation Framework to Inform National Park Service Coastal Infrastructure Investment Decisions", now referred to as the CIIAF. This guidance incorporates the version 3.0 Cultural Resources metrics and other reviewer suggestions with the information presented in Appendix 3 of Eaton et al. (2024). Scoring instructions such as these are a standard part of the decision-analysis process and are developed to guide the project proposers through the process of evaluating their proposed projects using a consistent set of objectives and performance metrics. A spreadsheet-based workbook was used to collect, organize, and perform initial comparative analyses of the investment concept alternatives for the case studies. Future iterations of this framework will require a mechanism for collecting and organizing the inputs and a calculation tool for comparative analyses. These can be integrated in a spreadsheet format like that provided in the Supplemental Materials or could be implemented in a tool of the National Park Service’s (NPS) choosing. It is critically important that the scoring instructions and the input tool match. Referring to this report while reviewing or modifying these instructions can illustrate the tight connection between the two.
