An amended Arizona state law that makes cactus theft a felony hasn't yet proven to be a major deterrent for thieves. Native plant law investigators, sometimes called "cactus cops", work for the Arizona Department of Agriculture. They hope that they can find the right case to spotlight and get people aware of the new law with greater penalties than the previous misdemeanor status.
