This administrative history examines more than five decades of development at WHIS, beginning with the park’s establishment in 1965 and extending through the Carr Fire of 2018 and its immediate aftermath. Drawing on archival records, planning documents, annual reports, and oral histories, the study analyzes management strategies, partnerships, and responses to evolving federal mandates and societal priorities. While the primary interpretive arc concludes in 2018, selected materials dated after that year are incorporated where necessary to document recovery efforts, clarify the outcomes of earlier policies, or provide administrative continuity. The history serves as both narrative and analytical framework, offering context for understanding the park’s achievements, challenges, and adaptations. It also provides a baseline for future planning and decision-making, consistent with NPS Director’s Order 28: Cultural Resource Management Guidelines.
