A Comprehensive Guide for the Planned Growth Development of the City. The plan contains three general themes: a land use plan; community facilities plan; and an implementation program. Facilities include parks and open spaces, transportation, and utilities (water supplies, waste and stormwater treatment). The land use component gives an inventory and analysis, housing, historic preservation, and energy (including solar). Maps of the various elements occur throughout, as does data projections for growth and development.
