The comprehensive management plan is the general working plan for the park. The plan provides a summary of issues including a general concept (balance use and preservation), land use, riverfront use, barges, trails, land ownership, resource management, visitor use, park development, and management strategies (partnerships, monitoring, incentives). Broad development and implementation goals are discussed. Appendices include geography, channel maintenance, staffing, park infrastructure, and regulations. Maps of the park boundary, land use, trails, natural areas, and park development are provided.
