This plan seeks to establish a policy framework for managing the wetland resources of Tutuila and Aunu`u. A study of the biological characteristics of the wetlands, including an assessment of opportunities for restoration and enhancement, was conducted -- and the economic value of the wetlands, village sentiment, and agency involvement in wetlands management were also considered. Appendices include a list of planning participants; plant species observed; soil surveys; fish surveys; and agency coordination documents. Over forty tables and figures display boundaries and data about flora and fauna habitats and restoration options. Total wetland acreage on Tutuila has been reduced by 28%; Nu'uuli has suffered the greatest reduction; there has been virtually no change in total wetland acreage on Aunu'u island; rate of decline on Tutuila has averaged 4.6 acres per year; losses have occurred piecemeal rather than the loss of large ares at a single time; sites have been identified for potential restoration and/or rehabilitation for all of the wetland areas on Tutuila; discusses historical uses of wetlands; makes recommendations for ways to protect wetlands
