From the author's Purpose and Need: "The purpose of this environmental assessment is to evaluate the impacts of relocating elk from National Park lands. Although one proposed relocation effort is described in detail, future relocation porojects would involve essentially the same procedures and impacts. This assessment addresses both immediate and future (1 to 5 year) relocations of Roosevelt elk."
