This report describes and provides methodology for assessing proper functioning condition PFC) in a stream. The PFC is a qualitative method, based on using a checklist to make a relatively quick determination of condition. The reference explains how this methodology developed and to assist an interdisciplinary team in answering checklist items by providing examples and methods for quantification where necessary.
