A dike across the mouth of Mill Creek is proposed as part of a plan to restore tidal circulation in the Herring River. Freshwater drainage through the dike must be maintained. This report discusses two related issues: (1) the peak Mill Creek discharge rate that must be maintained through the dike, and (2) the effectiveness of two options of providing drainage through the dike. Peak discharge is estimated based on data from nine months of hydrological monitoring. A physically based precipitation-runoff model is calibrated with the data from the monitoring program and is used to calculate extreme stream discharge. The options for providing freshwater drainage through the dike across Mill Creek are a one-way valve and a pump. Although the pump is more expensive, its performance is predictable and adequate drainage can be assured.
