Management plan for the Spiny Lobster fishery of Puerto Rico and the US Virgin Islands. This Fishery Management Plan for spiny lobsters of Puerto Rico and the U. S. Virgin Islands is written in compliance with provisions of the Fishery Conservation and Management Act of 1976 (Public Law 94-265). This plan is written to present in a clear orderly manner all the available information necessary for intelligent long-range management of spiny lobster populations in this area. This plan considers not only the biological well-being of spiny lobsters, but also derives an estimate of optimum yield (OY). The plan presents socio-economic characteristics of the current fishery, recreational fishing considerations, a description of current user groups and information on a variety of other related factors to comply with the requirements of Public Law 94-265. Finally, this plan lists management options, and based on detailed discussions with scientists, fishermen and other user groups, recommends specific measures which may be effective in the management of spiny lobster populations.
