"A high correlation exists between canal discharge and bay salinities in the vicinity of Mowry Canal (C-103). It is shown that leakage around or through the control structure (S-204) at Mowry Canal is not significant. There is evidence to suggest that discreet patches of less saline waters occur in and drift within the Bay. The present operating rules for the structure gates result in highly intermittent canal discharges which are seen as salinity dips lasting for periods of 1 to 3 hours. These dips of up to 15 ppt are more pronounced near canal outlets and become less severe eastward of the canals in Biscayne Bay. The possibility of these strong, intermittent pulses affecting the marine flora and fauna in the area exists. Consideration should be given to modifying the gate operation rules to provide a more constant discharge with less severe extremes"
