The "Physical Development Master Plan for the Commonwealth of the Northern Mariana Islands, Volume 11, Saipan" (see Appendix 4) states that the park will place emphasis on sports facilities, swimming facilities, and marine, botanic, and cultural facilities. New studies have revealed that the swamp area is habitat for endangered birds; hence, expanded opportunity for nature trails enabling visitors to visit this forest without disturbance to the bird life. Nonetheless, there is the feeling that a philosophy of the American G.I. suggests a "living memorial" consisting of those activities they had enjoyed is a most appropriate remembrance.The park will be developed exclusively for World War I1 memorialization, recreation, environmental, and cultural activities. Furthermore, such activities will be limited to those compatible with protection and preservation of the primary historic, natural, terrestrial, and marine park resources.
