This draft conceptual master plan was prepared to accompany legislative proposals resulting from actions required by the Alaska Native Claims Settlement Act. It was prepared necessarily in the form of a complete action in order to provide a more definitive basis for the required environmental impact statement. Its publication should not be construed as representing either the approval or disapproval of the Congress or the Secretary of the Interior. The purpose of releasing this report at this time is to provide information for futher consideration of the proposal by the public, the Congress, the Secretary of the Interior, the National Park Service, and other govermental agencies. Comments received will be considered by the Nationl Park Service in the preparation of further drafts of this plan.
