Each of the studies will result in a report on the suitability or nonsuitability of a study river for inclusion in teh Nayioal System, the identification of alternative available actions, a proposed recommended action, and an assessment of impacts associated with the recommended and alternative actions. Each report will be submitted by the Secretary of the Interior (or in the case of the Situk River by the Secretary of Agriculture) to the President, who in turn transmits the report with his recommendation to the Congress.
