Early investigations of the feasibility of hydroelectric project in the Bradley River Watershed, near the head of Katchemak Bay and east of Homer, were conducted by the US Army Corps of Engineers (COE). In the spring of 1979, the Alaska Engineering District of the Corps invided the Soil Conservation Service (SCS) to accompany them on a reconnaissance snow survey mission into the Bradley Lake Basin. The SCS & COE continued a cooperative effort to collect snow data, including installation of automated sites in the basin for 3 years. The COE lost their funding for the project at the end of the 1982 fiscal year. At this time the Alaska Power Authority took over the project planning process. The Alaska Power Authority & SCS agreed to continue snow surveys in the basin and this agreement has been renewed through the 1985 fiscal year.
