A costly flood disaster in 1993 in the Upper Mississippi and Lower Missouri River basins led to the re-evaluation of methods used in floodplain management and control. The report describes the study aimed at assessing the effectiveness of floodplain management in these two river basins. Objectives included describing the land and water resources in the basins and the impacts on those resources. The alternatives for floodplain management are discussed.
