Interim flows were intended to protect resources downriver while still meeting basic water and power needs during the preparation of an environmental impact statement and final operating criteria for Glen Canyon Dam. The monitoring program evaluates critical resources and ecosystem processes relative to the interim flows to determine natural changes in the ecosystem, changes resulting from the interim flows, and effects on power generation. There is a brief summary of the different types of research, and of the responses of sediment, endangered species and other aspects to the interim flows to that point. (Three attachments.) The report is accompanied by a letter from the chief of Resource Management, Glen Canyon National Recreation Area, giving details of specific research to be done in October 1989 during a brief steady 5000 cfs flow.
