This is a discussion paper written by Hydrologists and Geologists of Redwood National and State Parks (RNSP) and a Research Geologist of the USGS. The discussion is about a paper on erosion on logging roads in Redwood Creek (Rice) which evaluates the effectiveness of the California Forest Practice Rules (FPRs) in preventing erosion on forest roads. The authors of this paper feel that the Rice's conclusions regarding the efficacy of California's Forest Practice Rules are unfounded based on the data he presents. This paper outlines limitations to the study and cites previous erosion studies conducted in the Redwood Creek watershed. The authors note that RNSP has begun a program to identify and prescribe treatments for erosion prevention and secure funding for corrective work, which would not be necessary in the Redwood Creek basin if there were not serious and recognized erosion threats left unaddressed by the FPRs. The true test of the revised FPRs awaits a large storm event.
