In 1986, the NPS Rocky Mountain Rgion (RMRO) and Washington Office (WASO) Mining and Minerals Branch defined sound as a natural resource, an in 1988 initiated a research effort to monitor ambient sound levels in parks along the Colorado Plateau (Internal Memorandums). The sound monitoring program was developed to scientifically characterize and document the ambient sound levels in national parks in order to assist managers in protecting and preserving this natural resource. Protocol were developed calling for continuous 24 hour monitoring. At the time these protocol were developed, year-round monitoring was thought to be critical in the establishment of a historical baseline. The developers of these protocol sought to document the diurnal and seasonal variations, as well as variations in the use of the park (remote areas vs. visitor use areas (Gerasser 1995).
