This report presents a preliminary investigation on the option of establishing a regional financial facility for the purpose of supporting adaptation to climate change in the Pacific island countries. The preliminary investigation focuses on determining support from stateholders, member countries, regional organizations, donors and other development partners, and provides a review of some of the key issues relevant to an assessment of the feasibility of a regional adaptation facility. Some preliminary suggestions are also provided on the design and structure with particular focus on the objective of the fund, criteria for access and reporting outline.
