Rocky Mountain Bird Observatory has developed a regional habitat-based bird monitoring project to complement data generated by BBS called Monitoring Colorado's Birds. It is designed to provide population trend or status data on all regularly-occurring breeding species in the state. This report is the development of a plan for Phase I, the count-based monitoring of all of Colorado's regularly- breeding bird species. This plan was developed using information drawn from BBS data, Colorado Breeding Bird Atlas data, and Partner's In Flight priority scores.
