The Service determines the Black-capped Vireo (Vireo atricapillis) to be an endangered species. The species is threatened by cowbird (Molothrus ater) nest parasitism, and loss of habitat due to such factors as urbanization, grazing, range improvement, and succession. Effective date of this rule: November 5, 1987
