In the late 1980s and early 1990s emerging biological information solidified concerns over several species of sea duck. Throughout the 1990s increased attention was focused on sea duck populations in North America. In 1997, USFWS, Canadian Wildlife Service and USGS formally requested that a sea duck joint venture be established. Sea ducks are known to breed and to winter on and alonf the Alaska Peninsula. Little specific information exists about their patterns of use of the Pacific coast. While drafting the Wildlife Inventory plan, the goal of obtaining baseline information about winter use of the Pacific Coast by sea ducks wsa established.
