The Action Plan lays out a science-based road map to achieve healthy coral reefs. In an attempt to address some of the tasks in the Action Plan, the U.S. Fish and Wildlife Service and the U.S. Environmental Protection Agency funded a review of completed federal projects with unavoidable impacts to Pacific island coral reef ecosystems and an assessment of the adequacy of the compensatory mitigation process and on-the-ground effectiveness of implemented compensatory mitigation. The majority of the project information used in this review was obtained from agency files with minor additions from on-the-ground investigations. Recommendations are provided to help improve the implementation and effectiveness of future coral reef mitigation efforts.
