From the author's Executive Summary: "The plan addresses emergency stabilization of fire suppression impacts and fire effects as a result of the French Fire. The plan has been prepared in accordance with the 'Department of the Interior, Departmental Manual, Part 620: Wildland Fire Management, Chapter 3: Burned Area Emergency Stabilization and Rehabilitation' (May 2004). This plan has been prepared according to the Interagency Burned Area Emergency Stabilization and Rehabilitation Handbook (draft 2001), incorporating the necessary changes of policy identified in the Departmental Manual. This plan provides emergency stabilization recommendations for all Bureau of Land Management – Redding Field Office; National Park Service lands – Whiskeytown National Recreation Area; and the private lands in Shasta County, California. The Department of the Interior National Interagency Burned Area Emergency Response (BAER) Team conducted its assessment of conditions in coordination with local, state and federal agencies as well as private lands. The French Fire occurred on city, county, federal and private lands in Shasta and Trinity Counties, California. The primary objectives of the French Fire Burned Area Emergency Stabilization Plan are: 1) To prescribed [sic] post-fire mitigation measures necessary to protect human life, property, and critical cultural and natural resources; 2) To promptly mitigate the unacceptable effects of the fire and suppression impacts on lands within and adjacent to the burned area in accordance with management policy guidelines and all relevant federal regulations. The primary objectives of rehabilitation are: 1) To repair or improve lands damaged directly by Wildland fire an [sic] unlikely to recover naturally by emulating historic or pre-fire ecosystem structure, function, diversity, and dynamics according to approved land management plans; 2) To restore or promote healthy, stable ecosystems in the burned area within Interior lands." This report provides a summary of fire impacts, specifications for emergency action, recommendations for rehabilitation, and maps of various resources and impacts in the burned area.
