This Development Concept Plan for Floyd Bennett Field represents a dramatic shift in National Park Service planning. The budget for new construction and development has shrunk considerably over the past year. With this plan we are taking a truly creative approach to deal with that new reality at Gateway. The two most significant goals of this plan that clearly distinguish it from past efforts are: 1) to aggressively seek partnerships with the private sector and other governmental and non-governmental institutions to provide a stronger financial base on which to develop the Park 2) to recycle existing structures and resources to maximize recreational programs with minimal needs for capital funds. This last goal also includes a greater emphasis on the software of parks (programs), and a lesser emphasis on the hardware (facilities). The success of this Development Concept Plan is therefore contingent upon the efforts of many other institutions which will work in cooperation with the National Park Service to efficiently and effectively use Floyd Bennett Field.
