Update of water quality data after 11 years; the middle harbor supports a healthy coral reef ecosystem and therefore provides baseline numerical criteria on the values that are needed to support aquatic life uses in the harbor. The corals in the inner harbor have been adversely affected by dredging and filling and due to this it is unlikely that relocation of cannery outflows will bring the inner harbor to a state of environment like the middle harbor. Costs to canneries must be weighed in relation to expected benefits; seems a bit biased.
