'Optimal' Management Policies for Marine Mammals

Recent Federal "environmental" legislation emphasizes ecosystem considerations that may not be applicable in practice for lack of sufficient understanding of ecosystems. Some of the difficulties in interpreting one such law, the Marine Mammal Protection Act of 1972, are described. A provisional, working definition of a key concept (optimum sustainable population) is given, along with a set of criteria for establishing relative population levels. Some examples of particular species problems are described and briefly discussed.
