This report was prepared in fulfillment of the Section 106 compliance process. Since federal funds would be appropriated to relocate the house and keeper's quarter, complete historical and physical documentation is required. This documentation is accomplished through the historic structure report. The Highland Lighthouse complex consists of the light tower, two small connecting structures, and the keeper's dwelling, owned and operated by the U.S. Coast Guard at the time of writing. Erosion of the adjacent cliffs has reduced the size of the site, leading to to campaign to protect the structures and prepare for their relocation. The research associated with this report produced evidence for the construction of three separate lighthouses within the same property boundaries of what is now called North Truro. The four connected structures were planned to be relocated to adjacent property, retaining their orientation and connections. The tower would remain as an unmanned aid to navigation and therefore will require space for supporting equipment. Specific recommendations for treatment were to be provided after the period of significance and use of the keeper's dwelling had been determined; these would be included with this historic structure report as an addendum. The report was prepared by the Building Conservation Branch, Cultural Resources Center of the NPS North Atlantic Region in conjunction with the U.S. Coast Guard.
