The aims of the Territory Fishery Development and Management Plan are to address the problems of development and management of fishery resources in the waters around Guam and to recommend implementation programs which are appropriate to the social and economic resources of the Territory. Attention is paid to fishery developments involving the utilization of Guam as a fishing base for foreign and U.S. mainland fishery industries, but, recognizing that the major decisions regarding such developments will be made by interests outside of Guam, the primary emphasis of the Plan has been on development programs which the Territory itself can implement and mange.
