In the event that a rainfall induces flow rates in the sewer system in excess of design capacity, combined sewer overflow is diverted to an off-line storage facility that acts as a temporary holding tank for the CSO. The stored CSO is returned to the sewer system when the wastewater pollution control plant is able to process the flows, usually a few hours after the rain has subsided. It is recommended that retention tanks be considered as the selected method for CSO abatement for the 26th Ward tributaries, and that a 34-million-gallon retention facility at the Fresh Creek-North site be considered as the optimal CSO scheme, based upon engineering and economic considerations.
