This report documents the results of a Phase I cultural resources survey conducted for the 74.5 acre St. Croix Virgin Grand property. The project area is located in Estate Judith's Fancy, in north central St. Croix, and is bounded to the west by the Salt River Bay and to the north by the Caribbean Sea. An existing subdivision forms the property's southern and eastern boundaries (Figure 1). This survey was conducted for the Allen-Williams Corp. of St. Thomas, applicants for a Coast Zone Management (CZM) major permit for construction within the project area. The property is located Within Tier 1 as de.fined by the Coastal Zone Management Act, and cultural resources within projects permitted by CZM fall under the Section 106 process as defLned by the National Historic Preservation Act (NHP A) of 1966 and as amended. Section 106 applies to Federally funded, licensed, or assisted undertakings, and requires that the effects of such undertakings on historic properties be taken into account prior to commencement of construction. Since CZM is supported by Federal funds projects requiring CZM major permits are appropriate for Section 106 consideration. Review of Section 106 compliance is implemented by the Office of Archaeology and-Historic Preservation (OAHP) on St. Thomas, while any disputes concerning such review are deliberated by the National Park Service. Project documents related to the St. Croix Virgin Grand should also be submitted to the Advisory Council for Historic Preservation, since this agency has review capacity for all projects with a direct or indirect impact on National Landmark sites. Since the St. Croix Virgin Grand will pose a visual impact to the Columbus Landing site, a National Historic Landmark, it would appear to fall under such consideration.
