This report was prepared for the Arizona Desert Bighorn Sheep Society and describes a number of case histories in which desert bighorn depend on water sources to complete their life cycle and maintain thriving populations. It argues that management decisions of resident, non-threatened wildlife that are impacted by man should be within the rightful jurisdiction of the state. The document concludes with a number of management recommendations.
