The intent of Division 23 of the California Food and Agricultural Code is to protect California desert native plants from unlawful harvesting on both public and privately owned lands and encourage public participation in the enforcement of these regulations. Native plants that are regulated in California are listed here. Regulation over harvesting, transporting, selling, and production of native plants, permits required, enforcement and administrative responsibilities are provided.
