This Record of Decision approves, with minor modifications, the Proposed Northern and Eastern Colorado Desert Coordinated Management Plan (NECO). The NECO Plan is an amendment to the California Desert Conservation Plan. The Record of Decision summarizes the major plan amendments, the alternatives considered and management considerations related to public land health, desert tortoise recovery, special status species, wild burros, competitive vehicle events, land ownership and incorporation of Congressional wilderness designations into land use plans.
