This Environmental Assessment (EA) and Biological Assessment (BA) have been prepared in compliance with the Council of Environmental Quality (CEQ) regulations implementing the procedural provisions of the National Environmental Policy Act (NEPA), as amended in 1969. The EA considers actions proposed for 5 years (1992-1996) as part of a planned large-scale experimental translocation program identified in the Short-Term Habitat Conservation Plan (S-THCP) for the Desert Tortoise in Las Vegas Valley, Clark County, Nevada (RECON, 1991). This program is designed to experimentally translocate tortoises displaced by development in the Las Vegas Valley and to evaluate procedures and techniques to improve success in establishing new populations. The proposed action is to establish or augment populations of the desert tortoise (Gopherus agassizii) on islands, peninsulas and mesas on the Lake Mead National Recreation Area (Figs. 1-11). The introductions of displaced tortoises to these translocation sites would occur throughout the 3-year duration of the S-THCP. The conditions of the release of these tortoises will be varied and studied to determine differences in success and relative advantages.
