It is the intent of the present master plan to provide concepts for developing and managing the area for public use; but perhaps most important is the need to preserve the near-natural environment of the area and develop the necessary facilities that will take full advantage of the natural systems, to conserve energy, experiment with techniques of such conservation, and coordinate efforts to keep all pollution at the very lowest level. In doing so the naturalness can best be exemplified, while assuring the finest quality in the recreational experiences provided. The Buffalo National River is placed in the recreational category, but the emphasis on preservation will be recognized.
