This study asks whether the prevailing norm of state territorial sovereignty can be sufficiently overcome to achieve transboundary cooperation necessary for effective ecosystem-based management of internationally-divided ecosystems, and if so, what factors contribute to or impede this cooperation. It was determined that territorial sovereignty is not an insurmountable hurdle and that the factors which contributed to cooperation were: the idea of transfrontier cooperation, the availability of modern communication technology, leadership and personal contact. Also this study suggests which interventions may encourage further transboundary cooperation.
