Prior to establishment of the Forest Reserves in 1891, most of the Intermountain Region had undergone major changes in plant cover as a result of extensive timber harvesting, livestock grazing, and fire exclusion. The plant communities we see today do not resemble those present when first explorers arrived in the early 1800's. Their fire regimes have also been altered, especially the low intensity, short-interval regimes. The differences are visible when the historic vegetation and fire regimes are compared to current conditions.
