This paper treats the general problem of establishing priorities for ecological conservation through a case study of anchialine ponds on the island of Hawaii. These nearshore ponds, having only subsurface connections to the sea, provide habitat for a range of endangered aquatic and avian species. Calls to preserve them have increased, yet severe competition for anchialine lands has placed them in particular jeopardy and underscored the need to focus on the most valuable ones. Criteria for selecting these are defined and organized hierarchically, and a prioritization procedure based on the maximum eigenvector of a pairwise comparison matrix is then discussed and used to rank seven pond groups according to conservation value. Extensions of the problem, involving budget constraints and many different sites, are then presented.
