This report documents Phase Four of an ongoing study of how road reconstruction and the shuttle system may impact visitor experience. In this phase, visitor usage of two high use roadside viewpoints was observed. These observations were undertaken to compare roadside viwpoint usage before and after the shuttle service commenced. It also provides needed understanding of parking lot usage at these two areas, which have been previously recognized by Park staff as having parking and pedestrian/traffic flow issues.
