This memorandum of agreement between the National Park Service and the Bureau of Reclamation states that the Bureau of Reclamation is charged with responsibility for the construction, operation and maintenance of the Boulder Canyon Project and the National Park Service has authority and funds for the administration, protection and maintenance of the recreational activities of the Boulder Canyon Project Area and for the construction and improvement of roads and trails therein (Public No. 741, 74th Congress).
