This report contains 102 rare species accounts with descriptions of name, family, distribution and conservation status, habitat and associates, appearance and similar species, reproductive biology, historically known populations at Isle Royale, populations newly discovered on Isle Royale, potential threatened, monitored populations and monitoring recommendations, and maps showing locations of plants. Permanent plots were established and the location of each is described. This project had five purposes: (1) To ascertain the status of plant species listed as endangered, threatened, or special concern by the state of Michigan, plus unlisted species that are rare on Isle Royale and grow on rock shores, forested areas at and near developed areas, and other vulnerable sites in the park, concentrating on those species specific to rock shoreline habitats and forest communities in developed zones; (2) Develop an Isle Royale Sensitive Plant Species list; (3) Establish a monitoring system for select species in rock shore habitats; (4) Determine the effects of different management practices and Park uses on the special floristic elements of the rock shore community and other inventoried sites; and (5) Make management recommendations for the maintenance of these species populations. Significant finds were made for several taxa that were previously known from fewer than ten Isle Royale sites. One species thought to be extirpated from Isle Royale was found on Passage Island; and a species previously unknown in the eastern U.S. was found on Isle Royale. The number of known localities of many arctic/alpine species was increased during this survey. Identified species found in previous surveys but were not found during the present survey. Aquatic plant communities and bog communities were not surveyed in this study.
