The introduction stresses that this is not an Environmental Impact Statement, but it does follow that format, with descriptions of the affected environment and anticipated environmental consequences. It summarizes the potential environmental impacts of various levels of coal development, and of various modes of transporting coal from the Kaiparowits area. Significant impacts were found likely in six major "environmental" areas: air quality, visibility, water resources, wilderness resources, transportation, and socioeconomics. One note of a significant data gap mentioned a need for more detailed information on endangered species of both plants and animals.
