This Master Plan/Environmental Impact Statement proposes a Salinas National Monument to bring together in one unit of the National Park system the three national properties in the region: Gran Quivira, Abo, and Quarai. Because legislation to authorize a Salinas National Monument may take several years, this plan provides interim direction on management, interpretation, protection, and development of Gran Quivira National Monument, and Abo and Quarai State Monuments until their authorization is achieved. The interim development actions dovetail into the long-range development concepts for the three areas. Therefore, the next level of planning and concurrently with the legislative process leading to the proposed Salinas National Monument.
