The Federal action considered in this environmental impact statement (EIS) is the operation of the Missouri River Mainstem Reservoir System and the downstream Navigation and Bank Stabilization Project (Mainstem System). The Mainstem System is operated under the guidelines of the Master Water Control Manual (Master Manual), which identifies the current Water Control Plan. Ten volumes relating to the control of water in the Missouri River and its environmental impacts. The volumes have the following subtitles: Alternatives evaluation report; Reservoir regulation studies, long range study model; Low flow studies (Gavins Point Dam to St. Louis, Missouri); Low flow studies appendices - ice impacts and water quality impacts; Hydraulic studies upstream from Gavins Point Dam; Aggradation, degradation, and water quality conditions; Economic studies, navigation economics; Economic studies, Water supply economics; Economic studies, Recreation economics; Economic studies, Hydropower economics, flood control economics and Mississippi River economics; Economic studies, Regional economics; Environmental studies, reservoir fisheries (main report, description of resource reproduction impact, coldwater habitat model); Environmental studies, Riverine fisheries (main report, description of resource, physical habitat analysis, assessing temperature effect on habitat); Environmental studies, wetland and riparian (field and mapping methods, plant and wildlife species list, fate of wetland/riparian types, diversity, backwater analysis, value function testing); Environmental studies (least tern and piping plover, historic properties, Mississippi River environment); Economic impacts model/environmental impacts model; Socioeconomic studies; Environmental Impact Statement.
