This paper has two distinct sections. The first section focuses on various planning philosophies and their views on goal setting and subsequent problems. A particular planning method is then selected with the relevant justifications at the end of the first section. The analyses and outcome of this planning method is then used to research the preferences of users at Lassen Volcanic National Park.
