This report details the contingency plan for response to unusual marine mammal mortality events and is required by the Marine Mammal Health and Stranding Response Act. The mortality takes into account numerous causes: oil discharges and releases of anthropogenic chemicals, naturally occurring biotoxins, changes in environmental conditions, and infectious agents. The plan is divided into several sections with corresponding activites required in response to the event. It also addresses public health and welfare.
